PROGRAM OFFICER (IN CHARGE OF PUBLIC FINANCIAL MANAGEMENT AND TRAINING SECTIONS)

INTRODUCTION:
On behalf of our Client, an International Cooperation Agency, we are seeking a competent and self-motivated person to fill the position of Program Officer (in charge of Public Financial Management and Training Sections). The person must also have high personal integrity.

BACKGROUND OF THE POSITION:

The position is for those who are seeking an opportunity to work at the front line of project/program operationinthePublicFinancialManagementandTrainingSections.Therecruitedstaffisexpected to cover a wide range of tasks from logistics to substantial ones. After obtaining necessary practical knowledge and experiences, the staff is also expected to play a key role as the “relationship manager” between the Organization and key stakeholders in the program including the Tanzanian government organization and other development partners.

SPECIFIC DUTIES AND RESPONSIBILITIES:

1)    UpdatingtheofficeonkeyissuesanddevelopmentsinthePublicFinancialManagementsector.

2)    Managementofongoingprojects,formulationofnewprojectsandfollow-upofcompletedprojects in the Public Financial Management sector, etc.

3)    Facilitation of financial assistance of both grant and concessional loan projects in the Public Financial Management sector. The main tasks include procurement, disbursement, tax exemption, refund, etc.

4)    Management of on-going programs, formulation of new cooperation, and follow-up of completed programs in the Organization Training Programs.

APPLICANTS SHOULD HAVE THE FOLLOWING BASIC QUALIFICATIONS:

1)     Preferable background: Public Financial Management, Economics, Project/Program Management etc.

2)     Academic qualifications: Bachelor’s degree or higher in the above-mentioned fields will be an asset.

3)     Working experience: More than three years (excluding self-employment period if any).

4)     Age: above 25.

5)     Business Skill: Basic PC skill including MS-WORD in business letter/documents writing, EXCEL in calculation, POWERPOINT. Strong in ICT would be preferable.

6)     Language: Excellent skill of both English and Swahili in both written and oral communication is necessary.

7)     Others: An active person with strong communication skills would be preferable.
